Republican councilwoman Ellen Call is leading a committee studying a smoking ban. She has asked the Jefferson County Attorney's Office to draft a smoking-ban ordinance.
Call says the ordinance would prohibit smoking in virtually all indoor public places except for bars.
Churchill Downs would also be exempted from the ordinance, even though the newly renovated racetrack only allows indoor smoking inside one fully enclosed bar.
Lexington has had a smoking ban in place for a year. Wednesday, officials and business owners from Lexington and other cities told Call's committee how smoking bans have affected them.
