Jefferson City Bans Smoking in Restaurants [12/17-7]

Despite a loud public outcry from local restaurant owners, the Jefferson City Council Monday voted 6-4 to accept a clean air ordinance sponsored by Fourth Ward Councilman Clyde Angle.
Under the new law, smoking will be prohibited in restaurants. However, the new law doesn't apply to bars that derive at least 50 percent of their income from the sale of liquor, wine or beer.
Other facilities exempt from complying with the new ordinance are rooms leased for social functions, except at restaurants; bowling alleys; and pool halls.
The ordinance, which goes into effect in 180 days, isn't a complete departure from today's practices.
Under Angle's ordinance, designated smoking areas will be allowed in areas enclosed with separate heating and cooling ventilation systems and airlocks.
The bill contains technical compliance requirements explaining how those systems will have to be installed.
Anti-smoking advocates said they hope that restaurant owners won't invest in those expensive systems.
